Flashlight/Torch Flickering

Does anyone have constant flickering when you turn on the Flashlight/Torch? Same thing happens when in Video record mode with the flash on. My HTC 10 flashlight/torch seems to always flickering between the two LEDs.

Running Stock Unlocked HTC 10 1.53.617.5
