Is it possible to rebind the volume rocker to power on a 'system' level?

Long story short the power button on my 6p is completely borked and beyond repair (i've tried, including straight up replacing the button), Can't RMA it since i opened it and it will likely be called user damage etc. etc. So, my question is; Is it possible to rebind the volume rocker to power on a 'system' level? i.e. using root/recovery instead of one of the apps on the playstore (Which work but murder battery and usually ask for weird permissions)
