High pitch noise feom the motherboard

Recently my phone started not detecting the sim card. I have to restart it several times for it to detect it. I took it to a repair dude and he switched the simcard tray and its still the same. I opened it up myself and noticed a high pitched sound coming from the mother board as well as a lot of heat from that area. Is this normal or this is a sign of a short circuit. Really need help. I have noticed my phone is charging rather slowly even with fast charge on.
