What happened to my APN settings?

I just noticed that my Nexus 6 (T-Mobile USA) does not have that Settings menu entry for changing APN settings anymore. It was there yesterday, but now it is gone without a trace. What happened? How do I get it back?

My Nexus 6 uses stock ROM, not rooted or anything. A couple of days ago I started experiencing these data problems people are having with Nexus 6 on certain networks around the world. Not being aware of the issue, I went to a local T-Mobile location and they told me about this widesperead problem with Nexus 6. They suggested turning off Location services and power cycling the phone, which does seem to help in my case. (So far so good.)

In addition, I tried uninstalling updates to Google Connectivity Services (did not help). Afterwards, I updated them back through Google Play. But now I don't have access to APN settings anymore. They were there yesterday. I don't know when exactly they disappeared, but I suspect it was caused by uninstalling/reinstalling updates to Google Connectivity Services.

Anyway, how do I get back access to APN settings now?
