Custom rom

Hello out there developers just a quick question and opinion me and one of my colleagues were talking and where wondering if possible if we were to build a phone with a oneplus 3 motherboard and added different hardware like change storage and camera would it be possible to build a custom rom specifically for that just wondering for something to tinker with and general knowledge
